2014年6月19日,国家发改委出台《关于海上风电上网电价政策的通知》,发布了海上风电电价政策,鼓励优先开发优质海上风电资源。然而,该政策的出台,并未在业界产生积极的回应,缘由何在?本刊记者专访了资深风电专家杨校生。杨校生曾任龙源电力集团股份有限公司总工程师、龙源海上风电筹建处第一任主任,是我国海上风电事业的拓荒者,在我国海上风电发展前期做了大量的调查研究和分析工作,并长期致力于推进海上风电事业的发展。他对海上风电发展的思考以及海上风电政策的建议,无疑将有益于海上风电事业的发展。
