医院管办分离改革绩效的综合评价

目的:对上海和无锡两地实施管办分离改革的两家医院改革前后的绩效进行评估,旨在评价两家医院管办分离改革前后的绩效变化,为卫生行政部门提供参考。方法:运用综合评价法,先将各医院指标有量纲变为无量纲,再运用加权求和方法计算综合评分,对经营、医疗质量、效率、发展潜力、社会公益5个层面的绩效逐一进行评估。结果:管办分离改革后两家医院在经营、效率、发展潜力、社会公益几方面的绩效都有了一定程度的提高。结论:医院人力和物力方面资源的优化为医院未来的发展提供了很大的空间。 OBJECTIVE: To evaluate the performance of the two hospitals in Shanghai and Wuxi before and after the reform of the two systems, in order to evaluate the changes in the performance of the two hospitals before and after the separation of the reform from each other, and provide a reference for the health administrative departments. Methods: By using the comprehensive evaluation method, the indexes of hospitals were firstly dimensionless, and then the weighted sum method was used to calculate the comprehensive score. The performances of five levels of operation, medical quality, efficiency, development potential and social welfare were carried out one by one Evaluation. Results: The performance of the two hospitals in operation, efficiency, development potential and social welfare has been improved to a certain extent after the separation of management and administration. Conclusion: The optimization of resources in terms of manpower and material resources of the hospital provides a great space for the future development of the hospital.
