杭州市是浙江省首批实行“星光计划”的重点城市。首批项目在5个老城区实施,计划建设项目定为口121个。从2001年下半年开始,杭州市按照民政部的部署和省民政厅的意见,认真学习兄弟省市经验,结合本地实际,抓点带面,全力推进“星光老年之家”建设。到今年4月底,杭州市已建成“星光老年之家”189个,社区覆盖面达到68％。首批项目中,示范型占26％;标准型占56％;其余为普通型。总建筑面积达4.9万多平方米。共投入各种资金1.7亿,其中设备及装修费用一项就投入3049万元。在功能设置上,根据老年人的需求,有阅览室、棋牌室、健身房、医疗咨询室、谈心室、日托室、电脑房、老年学校等,配有卫生间,提供茶水、午餐,有的还提供网络服务、上门服务和家政服务。
