黑龙江省政府发出通知,决定我省从2000年新粮上市起,取消小麦订购任务并退出保护价收购范围。通知说,取消小麦定购任务并退出保护价范围后,在小麦收购上,允许和积极鼓励经省级或地、市工商行政管理部门批准的粮食加工、饲料、饲养、酿造、医药等用粮企业和粮食经营企业直接收购、经营;国有粮食购销企业也可以按照“购得进、销得出”的原则进行收购,鼓励粮食生产者通过批发市场和集贸市场出售,粮食集贸市场要常年开放。通知要求,省对各地的粮食风险基金包干基数不变,对于2000年粮食年度以前国有粮食企业按定购和保护价收购的小麦,仍纳入超储补贴的范围。
