As a correspondent for Nature magazine, the author of this book lived in Washington, the capital, for four years, on the basis of which he conducted a thorough analysis of the latest science policy in the United States. He divided the time since the Second World War into three periods, and in the last period he called it the “new political science” period. In the first period, from the end of the war to the end of President Kennedy's term, the theory of Vannevar Bush dominates. In his article entitled “Infinite Territory” in Science, he expounded his View. He suggested that the federal government actively support basic research while maximizing the scientific community's autonomy so that it can decide on the priority areas for research and the appropriate methods of conducting research.
