十届全国人大二次会议通过宪法修正案后,中央向全国发出了进一步学习和贯彻实施宪法的通知,全国正在开展学习宪法的活动。我们这次学习对于大家全面准确地领会和把握宪法包括宪法修正案的精神实质,深刻认识我国的根本制度和根本任务、公民的基本权利和义务以及国家生活的基本原则,增强宪法意识,自觉遵守和维护宪法,保证宪法、法律、行政法规在本行政区域内得到遵守和执行,实行依法治国、建设社会主义法治国家具有重大意义。刚才华仁同志讲了学习的目的、内容、方式和要求,我都赞成。下面,我就如何进一步学习和贯彻实施宪法,做好人大工作讲几点意见。
