公共财政是政府提供公共服务的物质基础,构建社会主义和谐社会,公共财政必须成为制度基础。随着社会主义和谐社会建设进程的加快,地方政府必须推进公共财政体制改革和政策创新,加快建立适应社会主义和谐社会和市场经济的公共财政基本框架。本文在宪政的基础上,具体分析我国公共财政制度的现状,并尝试性地提出转变我国地方政府职能的若干建议。
Public finance is the material basis for the government to provide public services and to build a harmonious socialist society. Public finance must become the institutional foundation. With the acceleration of the process of building a harmonious socialist society, local governments must promote public financial system reform and policy innovation and accelerate the establishment of the basic public finance framework that is compatible with the socialist harmonious society and the market economy. On the basis of constitutional government, this article concretely analyzes the present situation of our country’s public finance system and tries tentatively to put forward some proposals to change the function of our local government.
