票据伪造和票据变造,会给票据的持票人、付款人以及伪造、变造票据的行为人带来相应的法律后果,使该票据关系的相关主体承担极大的风险。法律有必要加重受让伪造、变造票据人的风险责任。
Forgery of bills and alteration of bills cause legal consequences to bearers, payers of the bills and perpetrators of forged or altered bills, so that the relevant subjects of the bills bear great risks. It is necessary for the law to aggravate the risk responsibility of assignee and counterfeiters.
