1997年11月10日至14日,水电司在云南召开了第三批农村水电初级电气比县建设座谈会,有电气化建设任务的23个省(市、区)及典型单位的代表近50人参加了会议。会上,黄凯副司长介绍了两年来全国电气化建设的情况,布置了下一阶段工作。程回洲司长就如何加强电气化建设工作、加快水电改革步伐和确保建设任务如期完成作了总结讲话。
