随着贸易与环境问题的重要性在国际贸易中日益显现,各国在加强环境规制力度的同时,也面临着产业国际竞争力降低的威胁。文中基于HOV模型,以2014年14个国家的林产品为样本,分析环境规制对林产品国际竞争力的影响。结果表明,CIESIN公布的环境绩效指标(EPI)与林产品竞争力的关系衡为负,并且除了纸及纸制品之外,其他关系均显著;EPI对劳动力和森林面积2个指标有一定影响。研究认为,环境规制降低了各国的林产品竞争力。在此基础之上,文中结合中国的实际情况,提出加快环境认证和互认体系等能力建设、重视科技等要素对林产品竞争力的贡献、积极开拓多元化市场等建议,以减轻现行环境规制的负面影响,提高中国林产品国际竞争力。
With the increasing importance of trade and environment issues in international trade, all countries are facing the threat of a decrease in the international competitiveness of industries while strengthening the environmental regulation. Based on the HOV model and taking the forest products of 14 countries in 2014 as samples, this paper analyzes the impact of environmental regulation on the international competitiveness of forest products. The results show that the relationship between environmental performance indicators (EPI) published by CIESIN and the competitiveness of forest products is negative, and the relationship between them is significant except for paper and paper products. The EPI has some impacts on two indicators of labor force and forest area. Research suggests that environmental regulation reduces the competitiveness of forest products in various countries. On the basis of this, the text combines China’s actual conditions, put forward to speed up the environmental certification and mutual recognition system and other capacity-building, emphasis on science and technology and other factors on the contribution of forest products competitiveness, and actively explore diversified markets and other proposals to reduce the existing environmental regulations The negative impact of China’s forest products to improve international competitiveness.
