我认为,企业党委抓科技进步不能限于一般的活动、一般的工作,而要着眼于建立一套完整的运行机制,使科技进步走上正规化、科学化的轨道。从武钢的实际出发,我们建立了以下四种机制: 一是领导机制。经过多年的努力,公司运用全面质量管理的模式,强化了科技进步工作的领导和管理,逐步形成了以经理和总工程师为决策核心,以技术委员会为咨询顾问组织的管理体系。同时以技术部为全公司科技进步的归口管理单位,横向联系各专业管理部门,纵向向各厂、矿、院、所下达科技进步计划项目,从组织上保证了以技术攻关、科研革新、新产品开发、专利与标准管理和产品一贯管理为主要内容的科技进步管理网络的形成和落实。为使这项工作纵向到底,在厂矿设总工程师,在技术密集、工艺复杂、技术人员集中的车间(科室)设主任工程师,在技术复杂的工段设技术副段长或技术作业长,分别对各层次的技术进步工作负责。为切实保证对科技工作的领导,从80年代初开始,我们按照“四化”方针,在几次大的领导班子调整中,将懂技术、专业精的人才提拔上来,使一大批技术骨干进入到各级领导班子中。
