一、12年改革的启示与提出的问题 1、价格改革的过程呈现出阶段性。 12年的价格改革,大体上可分为两个阶段:一是1979～1984年,改革的准备阶段,包括理论准备与局部试验。二是1985～1991年,这是改革全面展开,全面探索的阶段。预计“八五”到“九五”计划期间,还要经历“市场价格体系基本形成”和“新的价格体制最后完成”两个阶段,才能在本世纪末下世纪初完成价格改革的任务。
