党的十八届五中全会部署实行水资源消耗总量和强度双控行动,这是牢固树立底线思维,推动建立红线管控制度,应对水资源约束趋紧,从根本上扭转生态环境恶化趋势的战略举措,也是有效破解水资源短缺和用水浪费并存的有力抓手,对今后一个时期深化水资源管理制度改革、强化水资源管理提出了新的更高的要求。2016年5月,国家发改委、水利部等9部委印发了《关于加强资源环境生态红线管控的指导意见》,明确提出
