建立全国统一的征地补偿裁决制度,在信访、复议和司法救济渠道之外,为被征地的农村集体经济组织和农民开辟一条更具专业化的诉求渠道,解决日益增多的征地补偿安置争议,有利于切实保护被征地农民的合法权益,纠正不当的行政行为。但该制度无论是在理论上还是在实践操作中,都遇到很多问题和困难。本文在对裁决制度进行分析和制度考寮的基础上,提出了完善我国征地补偿安置争议协调裁决制度的具体构想。

However, the system has encountered many problems and difficulties both in theory and in practice. Based on the analysis of the arbitration system and the system of examining the dormitory, this paper puts forward the specific conception of perfecting the system of coordination and adjudication of the disputes over compensation and resettlement in China.
