2001年,我国正式成为世界贸易组织的一员,自我国加入世贸组织以来已经经过了十六个年头。在这十六年里,我国的经济现代化水平不断提高,我国经济在机遇和挑战并存的环境下不断发展成为世界经济共同体中的一员。其中,作为影响各企业发展的首要资源——人力资源一直是人们关注的中心,在新的历史条件下,人力资源管理也需要应对诸多挑战。比如,由于员工队伍不够稳定使得企业人力资源管理的专业性不高;只重视发展员工的工作能力而忽略提高管理者管理能力;人力资源管理活动无法和总体战略目标对接;企业整体与员工整体能力之间存在鸿沟。随着人们对人力资源管理重视程度的提高,人们对怎样提高人力资源管理工作质量和效率的讨论十分火热。本文首先解释了何为人力资源管理,给出了其基本概念,然后论述了当前我国大部分企业人力资源管理活动的实际情况,以此提出人力资源管理科学性和实效性两大特性,并在全文末尾给出了几点有助于企业改善人力资源管理现状的建议,希望能够对促进我国人力资源管理事业发展有所帮助。
In 2001, our country officially became a member of the World Trade Organization. It has been 16 years since our country acceded to the WTO. In these 16 years, the level of China’s economic modernization has been continuously raised. Our economy has continuously developed into a member of the World Economic Community under the conditions of both opportunities and challenges. Among them, human resources, as the primary resource affecting the development of all enterprises, has always been the center of attention. Under the new historical conditions, human resources management also needs to meet many challenges. For example, due to the lack of stability in the workforce, the HR professionalism of the enterprise is not high. Only emphasis is placed on developing the work ability of the employees while neglecting the management ability of the managers. The human resources management activities can not be interlinked with the overall strategic objectives. There is a gap between. As people pay more attention to human resource management, the discussion on how to improve the quality and efficiency of human resource management is very hot. This paper first explains what is human resource management, gives its basic concept, and then discusses the actual situation of most human resources management activities in most enterprises in our country so as to propose two major characteristics of human resource management, namely, science and effectiveness. At the end of the article, some suggestions are given to help enterprises to improve the status quo of human resources management, hoping to help to promote the development of human resources management in our country.
