党的十六大绘就全面建设小康社会的宏伟蓝图,开启了建设中国特色社会主义事业新的伟大征程。作为欠发达地区的秀山,要全面建设小康社会,实现市委、市政府提出的把秀山建成渝鄂湘黔交汇地区的经济高地和中等城市目标,就必须抢抓机遇,大力推进工业化、城镇化、农业产业化和民营经济发展进程,实现经济跨越式发展。到2007年,力争实现国内生产总值突破30亿元,年均增长12％以上,财政收入突破2亿元,年均增长19％以上。为秀山建成渝鄂湘黔交汇地区的经济高地和中等城市目标奠定坚实基础。
