目前,信访工作中所出现的问题已引起社会和公众的普遍关注,而这些都与信访功能的错位有着必然的联系。根据信访定义可知,国家将信访的主要功能定位在政治参与方面,但是在实际运用中信访的功能则更侧重于权利救济,造成信访洪峰。本文从信访功能的定位出发,通过分析造成信访错位的文化根源、理论根源、制度根源和现实根源,探索信访功能回归到最主要的政治参与功能的方式,从而促进我国民主社会的发展。
At present, the problems appearing in the petition work have caused the widespread concern of the society and the public, and these have the necessary connection with the dislocation of the petition function. According to the definition of letters and visits, the state positions the main functions of letters and visits in terms of political participation. However, in actual application, the functions of letters and visits are more focused on the relief of rights and the flood of letters and visits. This article starts from the orientation of the petitioning function, analyzes the cultural origin, theoretical origin, institutional origin and realistic origin that cause the dislocation of letters and visits, and explores how to return the petitioning function to the most important function of political participation so as to promote the development of our democratic society.
