自1991年西亚德政权崩溃以来,索马里一直处于部族纷争、军阀混战的无政府状态。包括联合国在内的国际社会一直致力于索马里的国家重建,并以“打造”索马里为现代民主国家为目标。然而,2004年成立的索马里过渡联邦政府的无力和武装反对派的对抗让索马里的重建之路充满了障碍。外来力量干涉下的国家重建面临重重考验。
Since the collapse of the Siad regime in 1991, Somalia has been in anarchy in tribal disputes and warlords. The international community, including the United Nations, has been committed to the reconstruction of Somalia’s state and aims to “build” Somalia as a modern, democratic country. However, the inability of the Transitional Federal Government of Somalia established in 2004 and the confrontation of the armed opposition have made Somalia’s path of reconstruction difficult. The reconstruction of the country under the interference of foreign forces is facing numerous challenges.
