在我国,国有企业作为国民经济的支柱,在我国经济建设中发挥着重要的作用。坚持企业发展战略,合理配置所支配的资源,实现企业价值最大化,促进国民经济的发展,是作为国有资产运营主体的国有企业应当坚持的原则。随着社会主义市场经济体制的不断完善,国有企业既有的所有权制度、管理制度、运营方式等使其逐渐陷入困境,资源占有率高但效率低下,不能发挥其应当发挥的作为国民经济中流砥柱的作用,使不断深化对国有企业的改革成为改革开放以来举国上下共同关注的问题。对国有企业的改革应当多管齐下,本文将从产权改革、制度创新、公司治理等方面论述在推进国企改革过程的路径选择问题。
In our country, state-owned enterprises, as the pillar of the national economy, play an important role in the economic construction of our country. Adhering to the strategy of enterprise development, rationally allocating the resources at its disposal, maximizing the value of the enterprise and promoting the development of the national economy are the principles that state-owned enterprises should adhere to as the principal part of the operation of state-owned assets. With the constant improvement of the socialist market economic system, the existing ownership system, management system and operation mode of state-owned enterprises gradually make it into a predicament, with high share of resources but low efficiency, and can not give full play to the mainstay of the national economy that they should play So that the deepening of the reform of state-owned enterprises has become a common concern throughout the country since the reform and opening up. The reform of state-owned enterprises should be conducted in a multi-pronged approach. This article will discuss the path selection in promoting the process of state-owned enterprises reform from the aspects of property rights reform, institutional innovation and corporate governance.
