节假日的报纸应该减版还是增版?很明显,目前报社在与读者确立的“合同”约定(以报纸征订中发宣传材料为“邀约”形式)中并没有对于报纸篇幅数的约定;而按照2004年7月1日起正式实施的《行政审批法》,报纸的增减版已经列为无须行政审批的事项,换言之,它是报社根据情况自主实施的一项权利。其次,除公益性、宣传性报纸外,从营销角度看,依照产业规则运作的报纸的逻辑,它首先应遵从市场需求。因此,是增版还是减版最终还是要看其“投入-产出”的市场效应以及对于特定报社而言是收益大于支出还是支出大于收益的判断。报纸的增版或减版大致可以从以下几个纬度考量。
