财政科技投入是科学技术发展的基础保障。本文在对国内外相关研究理论进行综述和分析国内外区域性财政科技投入与管理的现状及发展趋势的基础上,研究了新形势下区域财政科技投入的规模、结构、方向和方式等问题,构建了区域性财政科技投入模式;提出了构建区域性财政科技投入管理新模式的基本思路与实现途径;提出了对科技基础条件公共平台建设进行委托代理的管理模式;针对财政科技投入绩效管理的特征,提出建立了财政科技投入绩效管理模式,以期为区域性财政科技投入及管理提供理论指导和决策依据,进而强化财政科技投入的引导作用和使用效率,促进区域科技创新能力的提高。
