优化产业结构,加大结构调整的力度,是去年底中央经济工作会议和今年初全国人大八届五次会议的重要议题之一。随着生产力和国民经济的发展,产业结构必须作相应的调整,这是由经济发展的一般规律所决定的,它既适用于资本主义社会,也适用于社会主义社会。我国当前之所以必须及时地加大力度地调整产业结构,是为了使部分国有企业走出困境,从而解决当前经济生活中诸多矛盾的需要;同时也是为了提高我国经济整体素质和效益,从而保证“九五”计划和2010年远景规划目标顺利实现的需要。
The optimization of industrial structure and structural adjustment are one of the major topics for the Central Economic Work Conference at the end of last year and the fifth plenary meeting of the Eighth NPC at the beginning of this year. With the development of the productive forces and the national economy, the industrial structure must be adjusted accordingly. This is determined by the general law of economic development. It applies to both capitalist and socialist societies. The reason why China must promptly step up its efforts to readjust its industrial structure is to get some state-owned enterprises out of their predicament so as to solve the current contradictions in economic life. At the same time, it is also aimed at improving the overall quality and effectiveness of our economy so as to ensure that “ Five ”plan and the 2010 vision of the smooth realization of the needs of the goal.
