《中共中央、国务院关于卫生改革与发展的决定》明确指出:要“改革城市卫生服务体系,积极发展社区卫生服务,逐步形成功能合理、方便群众的卫生服务网络”。发展社区卫生服务有利于卫生资源的合理配置和有效利用,有利于控制医药费用的过快增长,有利于城市卫生服务体系的调整与改革,有利于向居民提供便捷的卫生服务。同时,对社区保障体系和精神文明建设也具有重要的促进作用。这项改革具有旺盛的生命力和广阔的发展前景。 从1997年起,南京市在玄武、下关两区开展了社区卫生服务的试点,取得了阶段性成效。今年,又在六个城区积极推进社区卫生服务,可以预见,在不长的时间内,我市将逐渐形成经济有效、服务家庭、群众欢迎的城市社区卫生服务新体系。

This reform has a strong vitality and broad prospects for development. Since 1997, Nanjing has carried out trials of community health services in Xuanwu and Shimonoseki districts and achieved initial results. This year, we have also actively promoted community health services in six urban areas. It can be predicted that in a short period of time, the city will gradually form a new system of urban community health services that is economically effective, serves the families, and the people welcome.
