目的了解2010年山东省不同经济发展水平县(区)级结核病防治机构人力资源配置状况并进行公平性比较,为山东省县级结防机构人力资源优化配置提供参考。方法利用山东省《全国结核病防治规划(2001—2010)》终期评估调查表格收集的资料,对其数据采用卫生经济学中的洛伦兹曲线和基尼系数进行分析比较。结果 2010年不发达县(区)级结防机构每结防人员服务患者21.921例,较发达县(区)级为17.024例,发达县(区)级为17.759例;201年全省县(区)结核病防治专业人员比2001年增长19.6%,比2005年增长14.1%;2010年山东省县(区)级结防机构人力资源配置按地理分布基尼系数为0.310,按人口分布基尼系数为0.305,按病患病分布基尼系数为0.262。结论山东省县(区)级结防机构人力资源需要增加人员配置,优化配置结构,稳定人才队伍,提高人员素质,消除区域差异,从而提升县(区)级结防人力资源配置公平性。
Objective To understand the status of human resources allocation in different levels of TB prevention and control institutions in different levels of economic development in Shandong Province in 2010 and to compare them fairly and provide a reference for optimizing the allocation of human resources in county prevention and control agencies in Shandong Province. Methods The data collected from the final assessment questionnaire of “National TB Control Program (2001-2010)” in Shandong Province were analyzed and compared with Lorenz curve and Gini coefficient in health economics. Results In 2010, 21.921 patients were served per unit of defensive staff in underdeveloped counties (underdeveloped counties), 17.024 in developed counties and 17.759 in developed counties. In 201 counties (districts) ) Tuberculosis prevention and control professionals increased by 19.6% over 2001 and by 14.1% over 2005. In 2010, the distribution of human resources in counties (districts) in Shandong Province was distributed with a Gini coefficient of 0.310 according to geographical distribution and a Gini coefficient of 0.305 by population. According to the distribution of sickness Gini coefficient of 0.262. Conclusion It is necessary to increase staffing, optimize the allocation of structure, stabilize the workforce, improve the quality of personnel and eliminate regional differences so as to enhance the fairness of human resource allocation at the county (district) level.
