1986年10月,经黑龙江省委、省政府批准,成立了省中医管理局,进一步加强了对中医事业的领导和管理,实现了财政计划单列,保证了中医事业的稳步发展。为了全面检查“七五”前四年(1986～1989)国家和地方中医专款的投八产出情况,总结经验教训,找出存在的问题,以便进一步管好用好这项资金,提高社会效益和经济效益,更好地发展中医事业,我们从2月15日到4月末对全省中医单位的专款使用
