法律程序是制度化的基石,公正的程序是促进现代化的社会变革的基本杠杆之一。突出法律程序问题对推动我国的法制建设有着十分重要的意义。程序法的主要原则包括程序法定原则、程序中立性原则、程序参与性原则。为了保证程序法良好运行,我们必须转变“重实体、轻程序”的观念,构筑公正合理的法律程序,完善程序立法,加强执法队伍的建设。
Legal procedure is the cornerstone of institutionalization. Just procedure is one of the basic levers for promoting social transformation of modernization. Highlighting the issue of legal procedure is of great significance to promoting the legal construction in our country. The main principles of the procedural law include the statutory principle of procedure, the principle of procedural neutrality and the principle of procedural participation. In order to ensure the good operation of procedural law, we must change the concept of “emphasizing entity and procedure”, establish a fair and reasonable legal procedure, improve the procedural legislation and strengthen the building of the law enforcement contingent.
