After the founding of the puppet Manchuria, Japan pursued a policy of enslavement in northeast China and did not allow the production and dissemination of any cultural product that threatened the foundation of a nation. This kind of cultural control is implemented through a series of laws and regulations such as the “Publishing Law” and the “Film Banning Rules”. This article analyzes the purpose and effect of these laws and regulations, especially the retroactive provisions of the Press Law, the place where they are printed, and the child protection provisions of the Film Banning Rules, which finally reveals the essence of the colonial regime.
