春节长假刚过,应《当代通信》杂志之邀,中国通信学会副理事长兼秘书长刘彩在位于信产部大院内的他的办公室接受了本刊记者的专访。现年63岁的刘秘书长于1992年至2001年,先后在邮电部、信息产业部任政策法规司司长。在此期间,他直接参与和负责电信政、机构改革、电信重组、WTO谈判和《电信条例》起草等工作。
Just after the Spring Festival holiday, at the invitation of Contemporary Communications magazine, Liu Cai, vice president and secretary general of the China Communications Academy, accepted an interview with this reporter at his office in the courtyard of the Ministry of Information Industry. The 63-year-old Liu Secretary General from 1992 to 2001, successively in the Ministry of Posts and Telecommunications, Ministry of Information Industry Director of the Department of policies and regulations. During this period, he was directly involved in and responsible for the work of telecommunication administration, institutional reform, restructuring of telecommunications, WTO negotiations and the drafting of the Telecommunications Ordinance.
