科索沃战争和车臣战争使俄罗斯面临新的安全形势 ,新形势呼唤新的军事理论指导军事建设。对此 ,俄罗斯近期通过了新的军事法律文件 ,对当前国际国内的安全形势作了重新评估 ,加快了调整军事建设方针及其战略的步伐。与此同时 ,俄军的建设出现了一些新举措。俄罗斯新军事理论从另一个方面反映了普京与叶利钦不同的发展政策思路 ,这不仅会对俄罗斯的发展 ,而且将给世界局势带来重大影响。
The Kosovo War and the Chechnya War have put Russia in a new security situation. The new situation calls for new military theories to guide military construction. In response, Russia recently passed a new military law document that has reevaluated the current international and domestic security situation and accelerated the pace of adjusting its military construction guidelines and strategies. At the same time, some new measures have emerged in the building of the Russian military. On the other hand, Russia’s new military theory reflects Putin’s different development policy and Yeltsin’s thinking on development policies, which will not only have a great impact on the development of Russia but also on the world situation.
