工伤保险制度是社会保障体系的重要组成部分,对于保障职工权益、促进安全生产、维护社会稳定具有重要作用。建立健全包括工伤保险制度在内的社会保障体系,是党的十六大提出的全面建设小康社会目标的重要内容。全面建设小康社会的内涵十分丰富,没有工伤职工及遗属的医疗保障和生活保障,就谈不上社会的全面小康。本届政府刚刚成立就审议并颁布了《工伤保险条例》,充分体现了党中央、国务院对劳动者权益保障的高度重视,对困难群体生活的高度关心,对工伤保险制度改革的高度重视。《条例》的颁布,是贯彻落实党的十六大精神和“三个代表”重要思想的具体体现,是社会保障法制化进程中具有里程碑意义的大事,标志着工伤保险制度改革进入了法制化的轨道。
