在简要介绍海河南系“96·8”暴雨洪水状况基础上,阐述了毛泽东1963年11月“一定要根治海河”题词以来建设的防洪工程在抗御“96·8”洪水中发挥的巨大作用。针对海河流域政治、经济、人口、资源的巨大变化,从调整治水思路、完善防洪规划、健全工程体系和建设非工程体系4个方面提出了对海河流域防洪治理的设想。
On the basis of a brief introduction of the “96.8” storm flood in the Haihe River system, it elaborates on the great role played by flood control projects built by Mao Zedong since the inscription of “Haihe River must be ruled by the sea in November 1963” in resisting the “96.8” flood. In view of the great changes of politics, economy, population and resources in the Haihe River Basin, this paper put forward the idea of flood control in the Haihe River Basin from four aspects of adjusting water control ideas, perfecting flood control planning, perfecting engineering system and building non-engineering system.
