《中国省别全志》及《领事报告资料》是两份较为翔实地记述清末民初中国砂糖业实地情况的日本调查资料,它们不仅较为真实地反映了当时中国砂糖业的发展状况,而且也从日本经济拓殖的角度审视了中国砂糖业的艰难转型。从这两份史料来看,这一时期中国砂糖业呈现出以下几个特点:从甘蔗种植区到砂糖经济区;各蔗糖经济区的手工制糖技术水平大体一致,且达到一定的高度;手工工场性质的制糖组织普通存在,在手工制糖业中形成了以雇佣关系为主的生产关系;外糖的输入结构发生变化,并具有压倒性优势。
