The Decision of the CPC Central Committee on Several Issues Concerning the Establishment of a Socialist Market Economic System states: “The establishment and perfection of the socialist market economic system must be governed and guaranteed by a sound legal system. We must learn how to use the legal means to manage the economy.” Here, the CPC Central Committee has put forward quite clearly the issue of the legalization of the government’s economic management functions under the conditions of a market economy and has referred this issue to the issue of the relationship between society and society.
