一、国内外设计企业的机制不同由于历史性的原因,中国设计企业大部分是事业单位或者是事业单位转制过来的企业,因此人员的核算体制还不是项目核算制,而是按照部门核算;责任机制还不完全是项目经理制或者是设计师责任制;尤其是与项目制相关联的“工程负责人机制”还没有真正形成。因此,因为责任人的职能缺失,工程项目的所谓“项目管理”其实是落空的。没有成本核算和进度的项目管理,不能算做真正的项目管理。
