曾经,城市规划似乎仅是政府部门专家们的事,公众往往很少参与决策,只有在规划被正式批准公示后,才了解规划的大致情况。而这时木已成舟,纵然有真知灼见,也成了马后炮。应该说,以往的城市规划,取得了一定的成就,但问题也是明摆着的。让公众更多地参与规划决策,推动了规划工作的公开化和民主化。这样做,不仅更好地保障了公众的知情权、参与权等合法权益,而且能广泛地听取民声,了解民意,集中民智,从而使规划更符合实际,更科学可行,自然也更有利于构建舒适和谐的人
