In February 1993, the “Provisions on Occupational Skill Appraisal” issued by the former Ministry of Labor indicated that the system for appraising the technical grade of workers that had been in operation for nearly 40 years under the planned economic system in our country started to shift to a national appraisal system for vocational skills. In July 1994, The People's Congress passed the Labor Law of the People's Republic of China promulgated officially and established the legal status of vocational qualification certificates and professional skills appraisals.
