为适应新的工作情况,转变过去农村环境下的工作作风,建立科学的工作制度,提高工作效率,特先暂定办公及各种制度如下:甲、办公一、严格建立集体办公制度,省府设办公厅,规定一、三、五下午二时至五时(除适逢规定之会议日期及假日外)为本府主席,秘书长及各厅、部、行、局长在总办公厅内集体办公之时间。各厅、部、行、局及其所属局、处,亦须根据集体办公的原则,结合具体情况酌设办公室,为各该工作部门集体办公之场所,室、科、股均实行集体办公,参加集体办公之人员及集体办公之时间,视工作需要,在不抵触省府办公及各种制度下自行规定,送交秘书厅汇存备查。
