正确认识和处理立足于以劣胜优与加强我军现代化建设的辩证关系,是邓小平新时期军队建设思想的一个重要观点。新时期军队建设必须以现代化为中心,但世情国情军情决定了我们必须而且能够以劣胜优。立足于以劣胜优,更要加倍重视现代化建设。要加强“硬件”建设,充分发挥现有武器装备的效能。要发展高科技,研制尖端武器装备。要加强“软件”建设,树立敢打必胜的信心,尽快提高官兵科学文化素质,加强对高技术局部战争规律、特点、战略和战术的研究。深刻理解、全面贯彻邓小平同志的这一战略思想,对于加强我军现代化建设、履行军队根本职能,具有重要的指导意义。
Correctly understanding and handling the dialectical relationship based on winning superiority and strengthening our army’s modernization is an important point of view of Deng Xiaoping’s thinking on army building in the new era. The military construction in the new era must be centered on modernization, but the military situation in the world determines that we must and can win by inferiority. Based on inferior wins, we must pay more attention to modernization. We must step up “hardware” construction and give full play to the effectiveness of the existing weapons and equipment. To develop high-tech, research and development of cutting-edge weaponry. We must step up “software” construction, establish confidence to win victories, raise the scientific and cultural qualities of officers and men as soon as possible, and strengthen the study of the laws, characteristics, strategies and tactics of high-tech local wars. A profound understanding and thorough implementation of this strategic thinking by Comrade Deng Xiaoping will play an important guiding role in strengthening our army’s modernization and fulfilling its basic functions.
