从介绍评价电力工业科技进步贡献率的方法──生产函数法入手,对该方法(索落余值法)应用在“九五”期间的电力工业科技进步评价时所涉及的各经济量的变化趋势进行了分析预测,讨论了这期间提高电力工业科技进步的途径,得到如下结论:若使电力工业“九五”期间的科技进步贡献率Ea值较“八五”期间有所提高,此期间的电力科技投入不能仅仅维持在“八五”的增长水平,必须使之大幅度提高。同时,在目前较可行的前提下,提出了将电力工业产值的1%作为本行业科研投入的建议。
