城市群正成为我国区域经济发展的核心增长极,运用保险手段实现经济与环境的双赢,从而推动区域整体发展是当代区域经济研究的新课题。以长株潭(长沙、株洲、湘潭)城市群为例,随着城市化、工业化的加速推进,客观上需要对可能导致环境污染突发性事件进行防范和化解。实施环境污染责任保险,既是推进“两型社会”建设的迫切要求,也是贯彻低炭经济发展理念的具体实践,可以对促进其他城市群经济发展发挥以点带面的示范带动作用,创新建立政府行为引导和市场机制主导的社会管理办法。
The urban agglomeration is becoming the core growth pole of the regional economic development in our country. It is a new topic for the contemporary regional economy to promote the overall development of the region through the use of insurance means to achieve win-win economic and environmental benefits. Taking the urban agglomeration of Changsha, Zhuzhou and Xiangtan (Changsha, Zhuzhou and Xiangtan) as an example, with the acceleration of urbanization and industrialization, it is objectively necessary to guard against and resolve the unexpected incidents that may lead to environmental pollution. The implementation of environmental pollution liability insurance is not only an urgent requirement to promote the building of a “two-oriented society,” but also a concrete practice of implementing the concept of low-carbon economy development. It can play an exemplary role in promoting the economic development of other urban agglomerations and create a government initiative Guidance and market-oriented social management approach.
