目前我国的法律实施状况参差不齐,既存在明显的地域差别,又存在严重的城乡差别,如果任这种法律实施不平衡状况继续发展下去,将会导致国家法制建设的混乱,影响我国法制建设的顺利进行。因此,作为立法者在制定法律法规时,应充分了解农村的发展状况,认识到城乡二元发展模式造成的城乡发展不平衡。在全国统一的法律不能满足现实社会需求情况下,我们可以建立多元化纠纷解决机制。
