本文认为，技术创新是把科研成果转化为现实生产力的“中介”，也是把科技生产力同经济建设全过程结合起来的高起点的“切入点”和“突破口”。技术创新的当务之急，是千方百计促进企业成为技术创新的主体，需要抓好以下４方面的工作：（１）在国有企业中尽快建立现代企业制度，使企业真正成为自主经营的市场竞争主体，真正成为自负盈亏的经济实体；（２）加快企业改制转机及新体制的建设，实现经济增长方式由粗放型向集约型的转变；（３）明确知识产权，科学合理地界定技术创新成果的价值与使用价值；（４）要从上到下，建立一整套支持技术创新的服务体系 This paper argues that technological innovation is an “intermediary” that transforms scientific research into productive forces and a “starting point” and a “breakthrough point” that combine the productivity of science and technology with the entire process of economic construction. The top priority of technological innovation is to do everything possible to promote enterprises to become the main body of technological innovation and to do a good job in the following four aspects: (1) to establish a modern enterprise system as soon as possible in state-owned enterprises so that the enterprises can truly become the main players in market competition, (2) accelerating the transformation of enterprise restructuring and the construction of a new system so as to achieve a transformation from extensive mode to intensive mode of economic growth; (3) clarifying the value of intellectual property rights and scientifically and rationally defining the value and use of technological innovations Value; (4) from top to bottom, to establish a set of support for technological innovation service system
