The total investment of the Swedish state-owned railway (SJ) in 1987-88 was NOK 3.1 billion (US $ 447M), a 19% increase from the total investment in 1985-1986. SJ presented its budget to the government, of which 1.6 billion kronor for infrastructure and 1.5 billion kronor for passenger and freight transport. SJ will borrow SEK 1.4 billion from the state budget (to pay interest of nearly NOK 800 million) and borrow SEK 1.3 billion from the loan market. It is proposed to develop 20 high-speed tilting cars in the future. The SJ railway network is divided into commercial railways and social railways that require government subsidies. To operate a social railway, SJ will require a subsidy of NOK 1.3 billion.
