蓼兰镇的新路子中共中央一九八四年一号文件指出:“农村邮电通信作为传递商品信息的重要手段要不断发展,逐步形成普及的、比较灵活的传递网。”根据中央精神,山东平度县局领导首先深入到经济基础比较好的蓼兰镇,与镇政府一起讨论农村投递问题,权衡利弊,统一思想。这个镇虽有52个村的报刊发行站,多是兼办,加上管理不善,报刊信件仍存在积压现象。算经济帐,每个报刊发行站一年至少要从村里补贴120元,全镇一年要补贴6240元,如果改由镇政府增配四名农民投递员,每人月工资50元,一年600元,全镇出钱2400元即可。四名农民投递员交支局统一管理,与支局三名固定投递员一起,每人投递七至八个村,
