我国石油企业在努力践行“走出去”的战略过程中,针对海外特殊的资源和投资环境,探索有效可行的项目识别、评价和实施方法尤为重要。海外勘探项目一般经历项目识别、评价研究和实施3个阶段,这3个阶段首先基于对自身优劣势的了解,在此基础上根据区块的具体情况制定具有针对性的评价流程。传统的地质与经济脱节的评价方法不利于海外勘探项目的有效评价,因此综合各评价因素于一体的资源与目标一体化评价方法可为决策提供可靠依据。面对不同阶段多方面的风险,海外勘探项目评价需要对经济评价结果进行系统分析,并对单个指标的敏感性进行分析,以确定项目的风险。
In the strategic process of “Going Global”, China’s petroleum enterprises are exploring the effective and feasible project identification, evaluation and implementation methods in accordance with the overseas special resources and investment environment. Overseas exploration projects generally experience three phases of project identification, evaluation research and implementation. The three phases are based on the understanding of their strengths and weaknesses and based on this, a targeted evaluation process is formulated based on the specific conditions of the blocks. The traditional evaluation method of geology and economic disjunction is not conducive to the effective evaluation of overseas exploration projects. Therefore, the integrated evaluation method of resources and objectives that integrates each evaluation factor can provide a reliable basis for decision-making. Faced with various risks in different stages, the evaluation of overseas exploration projects needs to systematically analyze the economic evaluation results and analyze the sensitivity of individual indicators to determine the risks of the project.
