系部教学管理工作可分为教学发展决策工作和日常教务管理工作。前者包括确定专业方向、制定和调整教学计划、调度师资力量等,主要由主管教学工作的系领导主持,教学秘书等有关人员协助。后者是围绕落实教学决策方案所开展的日常程序化工作,目的在于完成规定的教学任务,实现既定的教学目标,同时还要通过多种方式为教学决策工作服务,这主要由教学秘书负责。因此,系部教学秘书较其他部门、行业的秘书,除业务性质不同外,还在于它具有对系领导的决策辅助性与自身相对独立的管理职能性紧密结合的特点。一个系部的核心管理工作——教学管理工作的水平高低,与教学秘书的工作质量有着很大的关系。教学秘书人员只有对其工作特点具有明确的认识,才能获得清晰的工作思路,充分发挥自身的工作效能。
