财政是国民经济的核心,是由政府在全社会范围内组织的集中性的经济活动。多年来,甘肃省财政收支矛盾较为突出,平衡难度大,财税后劲不足,增长乏力,特别是地县财政普遍较为困难的状况,是制约甘肃经济发展和社会进步的一个突出问题。为此,甘肃省政府研究室和省财政厅联合成立了《加强甘肃财源建设的实证研究》课题组,就如何全面加强甘肃财源建设进行了专门的调查研究和实证分析。本文为《加强甘肃财源建设的实证研究》课题成果的主要部分,由于篇幅所限,编发时对成果中大量的分析数据和图表做了删节,以期提出问题,引起关注。
Finance is the core of the national economy and the concentrated economic activity organized by the government within the whole society. Over the years, Gansu Province, the conflict between the financial revenue and expenditure is more prominent, the balance of difficulty, lack of fiscal stamina, lack of growth, especially in prefectural finance is generally more difficult situation is to restrict Gansu economic development and social progress is a prominent issue. To this end, Gansu Provincial Government Research Office and the Provincial Department of Finance jointly set up a “strengthening the empirical study of financial resources in Gansu Province,” the task group on how to comprehensively strengthen the construction of Gansu financial resources carried out a special investigation and empirical analysis. This article is the main part of the project of “Empirical Study on Strengthening the Construction of Financial Resources in Gansu Province”. Due to limited space, a large amount of analytical data and charts in the results were deleted at the time of editing to raise questions and draw attention.
