笔者从过去五年反贪工作的实际情况出发,深刻分析当前反贪工作存在的问题,特别是高检院的“自侦案件审查决定逮捕权上提一级”的改革措施、“传唤、拘传持续的时间最长不得超过十二小时”、“全程同步录音录像”等已成为制约当前反贪工作发展的瓶颈问题。笔者重点围绕如何突破解决上述难题,且以此改革为契机,提出了有针对性的应对措施和方法,进一步规范反贪执法工作,推进反贪工作实现跨越发展。
Based on the actual situation of the anti-corruption work in the past five years, the author deeply analyzes the existing problems in the current anti-corruption work, in particular the reform measure of the Supreme People’s Procuratorate on “examining the decision-making power of arrest” The duration of summons and arrests may not exceed twelve hours at most, which has become a bottleneck restricting the development of the current anti-corruption work. The author focuses on how to break through the above problems, and take this reform as an opportunity, put forward targeted measures and methods to further standardize anti-corruption law enforcement work, and promote anti-corruption work to achieve leapfrog development.
