太原重型机器厂在深化改革中,不断地探索有效管理的新模式,开发管理资源,增强企业活力。该厂1987年试行软硬指标两个计划体系双轨同步运行制,增强了企业内部管理的动力与协调机制,促进了各项任务的全面完成。软硬指标计划双轨运行制,是把各项定性的工作目标尽可能量化作为软指标计划连同定量的经济技术指标作为硬指标计划一起下达,同步进行,同样考核,按规定进行奖罚。
