党的十七大报告提出:“坚决惩治和有效预防腐败,关系人心向背和党的生死存亡,是党必须始终抓好的重大政治任务。坚持党要管党、从严治党,贯彻为民务实、清廉的要求,以保持党同人民群众的血肉联系为重点加强作风建设,以完善惩治和预防腐败体系为重点加强反腐倡廉建设,在坚决惩治腐败的同时,更加注重治本,更加注重预防,更加注重制度建设,拓展从源头上防治腐败工作领域。”笔者在本文中从加强监督制约的角度浅谈职务犯罪的预防措施。
